The agreement was that there was no payment at first.
Then he changed it to 200$ as he was walking out of the door after the shoot.
I said wtf and he then "lowered the price" for me to 50$.
I told him I'd pay him 25 then and 25 after I got the photos.
4 days later he texts me that he is outside my house and needs the other 25.
I give it to him cause Im a nice guy and it's been over two weeks and I still don't have all of the photos back.
I have 15 out of about 150.

Do you have ANY type of contract with this guy whether it's on paper or verbal? You should have gotten all of the photos at the SAME TIME, under normal circumstances. I hate to say it but it almost sounds like something you could take to small claims court but I would really hate to see that. You paid for a service and he is failing to provide it properly or to the standards of your agreement, whatever that actually was. It would really help if something was set in stone transaction wise and not him throwing out numbers at random.
